Jeffrey was born and raised in Philadelphia where he studied composition under Harold Boatrite, piano under Madame Bella Bookbinder, and Baroque keyboard music under Temple Painter. While in Philadelphia he also studied orchestration under Romeo Cascarino and medieval and renaissance music with John Davison.
Jeff continued his studies under Easley Blackwood at the University of Chicago and subsequently studied with Robert Palmer in Ithaca, NY.
After several years of travel and military service, Jeff continued his studies under John Crawford and Byron Adams at the University of California, Riverside where he earned his Master of Arts in Music with a double major in composition and music history and was a Regents' Fellow, Graduate Council Fellow, and won the department's award for Outstanding Teaching Assistant.
Subsequently, Jeffrey moved to Austin, TX and continued his studies in composition and music theory with Don Grantham and Douglass Green as well as studying piano under William Race . In Austin, Jeffrey held both Kent Kennan and Effie Potts Sibley scholarships.
